Background
The Constitutional Sheriffs and Peace Officers Association (CSPOA) was founded in 2011 by former Arizona sheriff Richard Mack. CSPOA advocates the belief that county sheriffs hold the highest executive enforcement authority, with the ability to override state and federal laws they believe are unconstitutional. The group aligns with far-right ideologies, including the sovereign citizen movement, and opposes local, state, and federal mandates, including COVID-19 public health measures and any form of gun control.
Ideology
“Constitutional” Sheriffs: Believe that constitutionally, the sheriff is the “ultimate law enforcement authority” within a county and the country, and can disregard, or individually “nullify,” state and federal laws that they believe to be unconstitutional.
Pro Second Amendment: Hold a strict conservative interpretation of the Second Amendment, opposing any type of restrictions on the ownership and use of firearms, except for in the case of criminals who have been adjudicated to be "prohibited possessors” and the mentally ill who have been adjudicated to be a danger to themselves or others. They particularly oppose universal background checks.
Anti-Immigration: Believe that undocumented immigrants are culturally and economically devastating our country because they commit crimes and are not assimilating into our culture. CSPOA advocates for militarizing the southern border with the National Guard, regular military troops, and armed drones. Furthermore, they support mass deportations and giving states the ability to enforce immigration laws at their own borders.
Public Lands Grab: Support efforts by states to take over control of federal public lands contained within their borders and believe that sheriffs should use their authority to assist in the transfer of control of the land within their counties.
Election Denialism: Ahead of the 2024 election, some sheriffs have trained and formed “posses” to monitor polling stations and respond to election fraud, including “illegal” voting.

Tactics
Outreach, Workshops, and Trainings: CSPOA does outreach, offers public speaking engagements, and organizes workshops and training to spread its ideology among sheriffs and law enforcement. to push their ideology.
Membership: According to Wired, CSPOA had a membership of 485 sheriffs in 2014 and “4,500 fee-paying members” in 2017. By 2023, Richard Mack claimed the group had trained 1,000 sheriffs, though about 300 sheriffs could be considered “really solid” members.
Selective Enforcement: Ideology and training encourage sheriffs to disregard laws they individually find unconstitutional, such as COVID-19 public health mandates, gun violence prevention laws, and election laws. A survey in 2022 found that nearly half of respondents agreed “that their own authority, within their counties, supersedes that of the state or federal government.”
Far-Right Alliances: Works with other far-right organizations, networks, and politicians to further its agenda.
