Background

Utah Citizens for the Constitution is an organization formed in 2021 that aggressively emphasizes hardline conservative interpretations of individual rights, federalism, and other constitutional principles. The group is active in testifying for and against bills during the annual legislative session, as well as developing events and educational materials promoting its worldview.

Ideology

Utah Citizens for the Constitution holds and promotes extreme conservative interpretations of constitutional principles, primarily focusing on federalism and restricting federal powers. Members believe that state governments should have a dominant role in the relationship between states and the federal government, with expansive powers to serve as “firewalls” against perceived federal overreach and corruption. The group also is strongly opposed to any form of LGBTQ rights under the Constitution or from the federal government, believes that federal rulemaking in any form is proof of the “deep state,” frequently shares opinions on other current culture war and political topics.


The group easily takes up and spreads conspiracy theories, frequently involving the United Nations and United States sovereignty, government surveillance, election and voting fraud, and other topics.

Tactics

Utah Citizens for the Constitution's leaders, primarily Jen Brown, are actively involved in lobbying lawmakers and testifying for and against bills during the annual session of the Utah State Legislature. Brown also runs the organization’s social media, where she regularly posts messages and talking points for members to send to their elected officials. It organizes events and conferences with speakers on various topics that include elected officials.
